Pump Market Survey

1. Expanding market of efficient pumps
The study would recommend strategies for market expansion of energy efficient pump-sets manufactured in the Rajkot cluster.
2. Background
TERI has been entrusted a project by Small Industries Development Bank of India (SIDBI) for “Developing Business Development Services in Rajkot Engineering Cluster”. The objective of the project is to strengthen the access to BDS (Business Development Services) of SMEs in the cluster. Pump manufacturing SME units in the Rajkot cluster usually market their products through distributors and wholesalers. The Government of Gujarat has schemes to subsidize energy efficient agricultural pump-sets. However, very few manufacturers are registered with the Government for availing these schemes. Most of the pump manufactures in the cluster do not have linkages with public procurement done by Gujarat and neighboring states.
3. Overall objectives
The objective of this study is to understand government procurement schemes in Gujarat and two of the neighboring states and develop a detailed roadmap for new manufacturers to avail/register with these government schemes.
4. Scope of work
1. Identify public procurement schemes/subsidies of agricultural pump-sets in Gujarat and two other neighboring states
2. Analyze the government schemes and requirements of their procurement models including their product specific eligibility requirements (such as efficiency levels, quality standards, labeling etc.) and tendering procedures
3. Based on the analysis, prepare the steps Rajkot pump units need to take to avail the identified schemes
4. Derive recommendations for tackling any barriers to avail the schemes faced by new SMEs
5. Identify and list contact details, websites, advertisements of government authorities responsible for state level tendering processes
6. Conduct a workshop to disseminate learning’s of the study to stakeholders from industry, SMEs and engineering associations.
7. Prepare and submit a detailed study report for recommending what pump manufacturers in the Rajkot cluster need to do in order to benefit from the available public procurement schemes/subsidies.
5. Expected outcome & deliverables
1. Final report comprising of a detailed roadmap for pump manufacturers
2. Increased awareness on government procurement models and tendering procedures
6. Competence and expertise requirements
- Some understanding of government procurement models of GEDA/others
- Experience in marketing related studies
- Knowledge of pump industry
- Good analytical, report writing and presentation skills
7. Conduct of the work
- The above mandate will be completed by an individual consultant/consultancy who will bear sole responsibility for completion of the proposed activities
- The above mandate is to be completed within three months from signing the contract
8. Reporting requirements
The consultant will provide regular interim feedback on progress made to the TERI-SIDBI Rajkot office. The consultant will be required to present learning’s of the study to all relevant stakeholders. The final report will be submitted to Mr. Prosanto Pal, Industrial Energy Efficiency Division, TERI.
